IBM (NYSE: IBM) Secures $1 Billion CHIPS Act Award For Quantum Foundry, Matches With Equal Investment

International Business Machines Corp. (NYSE: IBM) rose 0.97% in premarket trading after its subsidiary Anderon finalized a landmark $1 billion award under the CHIPS and Science Act.

The agreement converts a letter of intent that had been signed in May, marking a significant step forward for domestic quantum manufacturing infrastructure.

IBM is backing Anderon with an additional $1 billion of its own capital, effectively doubling the total financial commitment behind the quantum foundry operation.

The federal award is structured specifically as research and development funding, reflecting the government’s broader push to strengthen American semiconductor and quantum capabilities.

Anderon operates a 300-millimeter pure-play quantum wafer foundry located in New York, positioning it as a key player in the emerging domestic quantum manufacturing landscape.

The facility serves customers beyond IBM itself, with D-Wave Quantum (NASDAQ: QBTS) among the companies that have expressed interest in utilizing the foundry’s capabilities.

First wafers are already running through the New York facility, signaling that the operation has moved well past the planning stage and into active production.

“IBM’s quantum roadmap requires a manufacturing foundation that can scale at the pace our work demands,” said Jay Gambetta, director of IBM Research.

The Anderon deal comes shortly after several other major quantum computing companies reached their own agreements with the Commerce Department, underscoring a broad federal push into the sector.

Rigetti Computing (NASDAQ: RGTI), D-Wave Quantum (NASDAQ: QBTS), and Quantinuum (NASDAQ: QNT) each signed $100 million deals with Commerce last week in exchange for equity stakes.

Those agreements reflect a wider federal strategy of spreading investment across multiple quantum computing firms rather than concentrating resources on a single company or technology approach.

IBM’s larger award, combined with its own matching investment, signals the company’s intention to establish Anderon as the dominant quantum wafer manufacturing platform in the United States.

The CHIPS and Science Act has increasingly become a vehicle for funding not just traditional semiconductor production but also next-generation technologies like quantum computing hardware and foundry services.
